  • Nutrient-rich withdrawal or interception zones can be identified
  • Historical water-quality information exists
  • An organized customer can make decisions
  • Restoration has significant community or economic value

  • External nutrient loading remains uncontrolled with no reduction plan
  • The primary water-quality problem is not phosphorus
  • No concentrated or interceptable phosphorus source can be identified
  • A feasible removal rate is too small to alter the nutrient budget
  • No organization has decision authority or funding
  • The expectation is an immediate “magic filter” without understanding the lake
